(a) The federal surplus property donated shall be received in a specific area for its inspection and examination, but, if there is no personnel available to carry out this work, the property shall be kept in a protected area until it can be inspected. In order to carry out the inspection, identification and examination, the shipping documents and Form SF123 with its attachments shall be used.
(b) The reports on shortages and excesses in the amounts of federal surplus property items donated, as well as Form SF123, shall be filled out pursuant to the requirements of § 101-44.15 of the federal regulations.
(c) After verifying the description, condition and number of property items, labels shall be made for the items in the warehouse, which shall be attached to each item to identify it as follows:
(1) Distribution or location number.
(2) Item number.
(3) Cost of acquisition of unit.
(4) Description, including serial number.
(d) After verifying the information received, separate item registration cards shall be prepared for those property items whose purchase price is ten dollars ($10) or more. All receiving shipment and inventory status actions must be indicated on said card, which shall be kept on file for no less than five (5) years after the property is issued or delivered.
(e) A complete annual physical inventory must be made of all federal surplus property donated in custody of the person in charge of the same in the Purchasing, Service and Supplies Area of the Administration. The shortages and the surpluses in the number of property items shall be indicated in this annual inventory. The report on this inventory shall be used to record inventory adjustments and must be submitted to the Deputy Administrator of the Purchasing, Service and Supplies Area for his approval. Every reasonable effort must be made to determine the reason for the recorded difference between the indicated shortages or surpluses. A letter signed by the person in charge of surplus property and including these elements shall be attached to the completed inventory documents.
