The owners of land contiguous to the highways shall not perform works which alter the topography of their lands in such a manner as to divert the course of the waters so that waters that before did not fall on the right of way of the highway then do fall or increase the volume of another natural drainage, thus rendering insufficient the drainage work existing on the highway. Neither shall they dig ditches on their properties that discharge waters into the ditches and lateral sides of the highway.
