The owners of lands contiguous to the highway shall not farm or make excavations for any purpose, or use their property in such fashion as to cause part of the land to be carried off toward the highway. If it so happens, they shall immediately proceed to remove the land that has fallen upon the highway and shall do the necessary works to avert its falling again. If said land is not removed rapidly enough, the Department shall do it and shall require reimbursement of the expenses incurred. If because of the land so carried off damages to the highway or any accidents occur, the owner of the lands shall be directly liable therefor, jointly or severally with the person who has performed the work for him on his farm or property.
