Prior to the establishment, modification, elimination, renewal or reestablishment of any quarantine zone, the Secretary shall give due notice thereof by its publication a single time in a newspaper of general circulation on the island of Puerto Rico, or by posting suitable notice in three (3) public places, one of which shall be the city hall of the municipality, in each municipality of which any part is to be included within the quarantine zone. Said notice shall state the proposed action of the Secretary or his authorized representatives and the summons that shall provide for a public hearing of all interested parties to be held not less than one week after the publication and posting of such notice and shall specify the date, time and place of such hearing. At such public hearing, all interested parties shall be given an opportunity to be heard. The Secretary or his authorized representatives shall establish, modify, eliminate, renew or reestablish any quarantine zone, or place any herds of livestock or farms outside of the quarantine zones under quarantine at any time, and without following the procedures established herein, in any situation of imminent danger to the health of the livestock or unforeseen circumstances that require the Secretary or his authorized representatives to exercise their power to take the necessary measures for the supervision and prevention by veterinary police for the protection of livestock in Puerto Rico. In these cases the Secretary shall give notice as established in this section of all measures that he has adopted or shall adopt. In addition, he shall grant the interested parties the opportunity to be heard within a term not to exceed seventy-two (72) hours following the date of the notice.
