After a quarantine zone is established, the Secretary or his authorized representatives shall inform the livestock farmer or owner, in writing, of the regular and systematic treatments to which the livestock in said quarantine zone shall be submitted. The notice shall specify the date and hour said treatments shall commence. The Secretary or his representatives shall establish the treatment zones, the herds that shall be treated and the sequence of the treatments, as the Department’s resources allow.
