An amount up to the sum of six hundred thousand dollars ($600,000) is hereby appropriated, subject to what it may hereinafter be determined, out of any funds there may be available in the Commonwealth Treasury, which sum shall be credited by the Secretary of the Treasury to, and covered by the Secretary of the Treasury into, a special fund which shall be known as “Fund to Continue the Campaign to Eradicate the Cattle Tick Fever—Trust Fund”, which sum shall be used by the Secretary of Agriculture of Puerto Rico, until fully expended, to carry out the purposes of §§ 741—756 of this title. The appropriation hereinbefore made shall be effective only when the Governor, by proclamation, declares it so, and directs the Secretary of Agriculture to begin to use said appropriation. Only after the Governor issues said proclamation shall the Secretary of the Treasury credit to, and the Secretary of the Treasury cover into, said special fund, the said sum of six hundred thousand dollars ($600,000).
