When a well is drilled or deepened, it must be done so that the deviation from the vertical distance between the top and bottom of the hole is at all times a minimum. The secretary may require a test to determine the deviation from the vertical and may require the hole to be straightened, unless it is permitted as a directional or horizontal well.
