WHEREAS, New York State has historically been a center of international business activity and a leader among exporting states; and
WHEREAS, businesses within the State face increasingly intense competition at home and abroad from foreign businesses which have developed marketing and financing strategies with the assistance of their governments; and
WHEREAS, the manufacturing, service and agricultural business sectors are increasingly reliant upon foreign markets to sustain production; and
WHEREAS, expansion of marketing efforts abroad has resulted in increased employment in manufacturing and has significant job development potential in the service and agricultural sectors; and
WHEREAS, it is necessary to develop and coordinate expertise in New York to create new initiatives to support and expand exporting in New York;
NOW, THEREFORE, I, Mario M. Cuomo, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and laws of the State of New York, do hereby establish the World Trade Council.
Members of the World Trade Council shall be appointed by the Governor from among the business, labor and academic communities, and shall include the Director of Economic Development. The Governor shall designate one member as Chairman of the Council.
In addition, the following shall serve as ex officio members of the council: the Commissioner of Taxation and Finance; the Superintendent of Banks; the Superintendent of Insurance; the Chairman of the Urban Development Corporation; the Commissioner of Agriculture and Markets; the Commissioner of Labor; the Chancellor of the State University of New York; the Director of the Office of Federal Affairs; and the Executive Director of the Port Authority of New York and New Jersey.
The members of the council shall not receive any salary or other compensation, but non-ex officio members shall be reimbursed for expenses incurred in the performance of their duties.
Essential to any effort to increase trade and commerce with nations around the world is the vital and energetic participation of members of the State's private sector, particularly in the business, labor and academic communities, in developing and recommending policies and programs. To strengthen and build upon existing private and public sector cooperation in this effort, the World Trade Council shall:
In conducting its affairs, the World Trade Council and its staff shall work in close cooperation with the Director of Economic Development, and shall develop a coordinated work program with the Division of International Commerce of the Department of Commerce. All other departments, divisions and units of State government, including public corporations, are directed to cooperate with the council and to provide such assistance as it may require to fulfill its purposes.
Such assistance may include, but not be limited to, assistance of agency staff and the provision of such data as the council may require.
Executive Order Number 87, dated March 23, 1979, is revoked by this Executive Order as of the date hereof.
