Section 4.57 - Executive order no. 57: declaring a disaster emergency in the counties of lewis, herkimer, franklin, st. lawrence, oneida, oswego, jefferson and hamilton and contiguous areas

WHEREAS, over the period December 29-30, 1984, heavy rain combined with unseasonably warm temperatures resulted in flooding and caused personal hardship, damage to residential and commercial properties and to the agricultural community, as well as the disruption of vital public transportation systems, within the Counties of Lewis, Herkimer, Franklin, St. Lawrence, Oneida, Oswego, Jefferson and Hamilton and contiguous areas.

NOW, THEREFORE, I, Mario M. Cuomo, Governor of the State of New York, do hereby find that a disaster has occurred for which the affected local governments are unable to respond adequately. Therefore, pursuant to the authority vested in me by the Constitution, the laws of the State of New York and section 28 of article 2-B of the Executive Law, I hereby declare a disaster emergency, effective December 29, 1984, within the territorial boundaries of Lewis, Herkimer, Franklin, St. Lawrence, Oneida, Oswego, Jefferson and Hamilton Counties and contiguous areas.

FURTHER, pursuant to section 29 of article 2-B of the State Executive Law, I direct the implementation of the State Disaster Preparedness Plan and authorize, effective December 29, 1984, the State Emergency Management Office, the State Department of Transportation, and other State agencies as necessary, to take appropriate actions to assist those affected counties in restoring vital public transportation systems and to provide such other assistance as may be necessary to protect the public health and safety.
