WHEREAS, New York State is the birthplace of the motion picture and television industries which today represent a multi-billion dollar segment of the State's economy; and
WHEREAS, the motion picture and television industries hold great potential for further economic growth and, with it, increased employment opportunities; and
WHEREAS, in recognition of the significance of these industries to this State, the Department of Commerce has established the Office of Motion Picture and Television Development; and
WHEREAS, the Office of Motion Picture and Television Development can be assisted in its work by the advice and participation of members and employees of these industries;
NOW, THEREFORE, I, Mario M. Cuomo, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and laws of the State of New York, do hereby establish the New York State Motion Picture and Television Advisory Board to assist in the design, development and implementation of State policies, programs and strategies to enhance the development, growth and quality of the motion picture, television and related industries in this State.
The members of the New York State Motion Picture and Television Advisory Board shall be appointed by the Governor and shall include representatives of business and industry, labor unions and other groups involved in motion picture and television production. Such members so appointed shall serve terms of two years and shall receive no salary or other compensation, but shall be reimbursed for reasonable expenses incurred in the performance of their duties.
The Commissioner of Commerce, the Commissioner of Labor and the Chairperson of the Council on the Arts shall also be members of the Board. The Governor shall designate one of the members of the Board to be Chairman.
The Board shall meet at the direction of the Chairman and shall periodically report to the Governor on it activities. The Board shall have the following powers and duties:
The Department of Commerce shall provide technical and staff support to the Board. All other departments, divisions, and units of State government are directed to cooperate with the Board and to provide such assistance as may be required to fulfill its purposes.
The Department of Commerce, through its Office of Motion Picture and Television Development, shall conduct a program of information, publicity and production services consistent with the provisions of this Order, designed to attract motion picture and television production activities to New York.
Executive Order No. 64, dated December 29, 1977, is hereby revoked and superseded by this Executive Order.
