WHEREAS, traffic accidents and the resulting human suffering and economic loss for all New Yorkers continue to be a major public safety problem. Each year more than 2,000 persons are killed on our highways and several hundred thousand more are seriously injured. In addition, wage losses alone amount to billions of dollars annually, and hospital care for automobile crash victims costs New Yorkers additional tens of millions of dollars of each year.
WHEREAS, both the private and public sectors in the State have a significant interest in reducing tragic personal and property losses attributable to traffic accidents and have demonstrated a willingness to cooperate with the agencies of State government for the promotion of highway safety.
NOW, THEREFORE, I, Mario M. Cuomo, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and the Laws of the State of New York, do hereby order as follows:
There is hereby created within the Executive Department a council to be known as the Governor's Advisory Council on Highway Safety (the "Council"). The members of the Council shall be appointed by the Governor. The Commissioner of Motor Vehicles shall serve as Chairman of the Council. The members of the Council shall receive no compensation, but shall be entitled to reimbursement for any necessary expenses incurred in connection with the performance of their duties.
The Council shall foster the development of highway and traffic safety training, education and assistance programs in the private sector work force in the State of New York. The Council shall assist and advise the Governor by assessing present efforts in the private sector in the field of highway safety; advising State government agencies on highway safety problems and priorities; seeking innovative approaches to highway safety that might be implemented under private sector auspices; bringing key traffic safety issues to public attention; and encouraging and assisting major employers and other groups in the State to develop their own programs to reduce traffic deaths and injuries. The Council shall report its recommendations to the Governor annually by December 15th of each year.
