After the transmittal of the resolution of the board and accompanying material to the governor and council and the due publication of a notice of public hearing before governor and council, the chairman, executive director, or other authority staff member designated by the board shall present the proposed credit enhancement to the governor and council at the public hearing and request that they make the required findings under RSA 162-A:18. A representative of the applicant or other person knowledgeable about the proposed credit enhancement or project shall attend the public hearing to answer any questions the governor or the councilors have about the project or the proposed credit enhancement. The authority shall not execute any credit enhancement document unless the governor and council make the required findings.
