"National Pollutant Discharge Elimination System Permit" or "NPDES permit" means any permit issued by the Director, after June 12, 1974, to regulate the discharge of pollutants pursuant to NAC Title 119, Rules and Regulations Pertaining to the Issuance of Permits under the National Pollutant Discharge Elimination System and Sections 402, 307, 318, and 405 of the Clean Water Act, 33 U.S.C. § 1251 et seq. ;,
