Section XXIII-103 - PolicyA. The processing, disposal, and utilization of solid waste is a matter of vital concern to all citizens of this state, and the safety and welfare of the people of Louisiana require efficient and reasonable regulation of solid waste processing and disposal practices as well as a coordinated statewide resource recovery and management program. Certification and training of solid waste operators are essential elements of the state's program and are needed to ensure the proper processing, disposal, and utilization of solid waste.La. Admin.
