In accordance with § 1705.3, members of the Bureau shall bear all costs of the administration of the Bureau, including the following:
The Governing Committee shall assess the members based upon its determination of either or both actual and projected requirements of the Bureau, and the Administration Fund.
After determining the total required for each assessment, the Governing Committee shall assess its members in the following manner:
The Bureau shall pay to the District one-half (1/2) of the District's projected expenses to be incurred pursuant to the Act and this chapter by October 1 and one-half (1/2) by April 1 of each fiscal year; provided, that the Bureau shall pay to the District within one hundred twenty (120) days of the effective date of this chapter all costs incurred since March 4, 1986, as a result of efforts to implement the Act.
The fiscal year shall start October 1 of each calendar year and shall end on September 30 of each calendar year.
Within ninety (90) days after the end of each fiscal year, each District agency that received funds from the Administration Fund shall provide an accounting of the money received. If the amount spent is less than the amount received the District shall reimburse the difference to the Bureau within thirty (30) days of the transmittal date of the report.
A District agency may revise its budget projection during the course of a fiscal year. If the revision does not exceed fifteen percent (15%) of its original budget, the Bureau shall pay the increase within forty-five (45) days. If the revision is in excess of fifteen percent (15%), the revision shall be considered pursuant to §§ 1705.7 and 1705.8.
Disbursements from the Administration Fund shall be authorized by the Governing Committee in accordance with projections of the District agencies.
