If the Bureau disputes an item in a budget, the affected District agency shall reconsider whether the item is reasonable and necessary to administer and enforce the Act.
If the agency determines that the item is reasonable and necessary that item shall be funded unless the Governing Committee by unanimous vote, recommends to the Commissioner that the item not be funded.
The Commissioner shall refer the matter to the Director of the Department of Consumer and Regulatory Affairs to be resolved at the cabinet level. If the matter is not resolved at the cabinet level, it shall be referred to the City Administrator, whose decision shall be final.
