Application for a subdivision shall be submitted to the Surveyor, and may be made by an owner or his or her agent.
When, in the judgment of the Surveyor, a preliminary sketch is necessary in connection with the preparation of the record plat, the sketch shall be submitted with the request.
The tract of land to be subdivided shall be plainly and clearly indicated as to location and boundaries, by description appearing in the deed to the land, copy of which shall be furnished by applicant.
