The local county officials of each county government participating in the program shall have the power and duty to:
(1) Administer and disburse grant funds for the provision of assistance and housing stability services in accordance with this article, information from the department and Federal law or guidance.(2) Establish or maintain, in agreement with another county, local collaborative arrangements for the delivery of assistance and housing stability services under this article.(3) Determine and redetermine, in accordance with the information provided by the department, whether a person is eligible to participate in the program, subject to appeal under 2 Pa.C.S. Ch. 5 Subch. B (relating to practice and procedure of local agencies).(4) Submit monthly reports, which shall include identified excess or insufficient funding and an itemization of expenditures for administrative costs. The reports shall be subject to audit as determined by the department.(5) A county is prohibited from placing any stipulations, restrictions or limitations on assistance or eligibility that are in addition to this article or Federal law or guidance.1929, April 9, P.L. 343, No. 176, art.
