The unexpended balance of any appropriation to the Board of Public Charities, the Committee on Lunacy, or the Prison Labor Commission, at the date this section of this act goes into effect, shall thereafter be available to the Department of Public Welfare, as fully as if the said amount had been specifically appropriated to said department, and may be disbursed accordingly.
