(a) There is hereby appropriated the sum of two hundred fifty thousand dollars ($250,000) to the Department of Labor and Industry and the sum of two hundred fifty thousand dollars ($250,000) to the Department of Public Instruction for the period beginning July 1, 1965 and ending June 30, 1967, for costs of programs referred to insection 1 of this act, to the extent required by the Federal Manpower Development and Training Act of 1962 and its amendments. (c) The moneys hereby appropriated shall not be expended or available for expenditure in any manner which would permit their substitution for, or produce a corresponding reduction in, Federal funds which would, in the absence of the hereby appropriated moneys, be available to finance expenditures for the administration of this act.
