(a) Appointments to the Corps shall be made by the Superintendent as proposed by the Colonel and be held by active members of the Puerto Rico Police. It being understood that the Superintendent shall follow the transfer and assignment procedure to designate members of the Puerto Rico Police as members of the Capitol Police. To be a member of the Capitol Police shall not be construed as a vested right, thus, such members may be transferred or relocated by the Superintendent, according to the existing service needs in the Puerto Rico Police.
(b) As to the admission, readmission, training, promotions, and transfer rules for members of the Corps, the same shall be governed by the existing provisions of §§ 3101 et seq. of Title 25, known as the “Puerto Rico Police Act”, and its regulations.
(c) The members of the Corps shall pass a preparatory course to comply with this chapter, which shall be designed by the Colonel, in coordination with the Puerto Rico Police and the Presiding Officers of both Houses of the Legislative Assembly, which may be administered by the Police Academy or the Capitol Police.
