§ 376. Contents of the Daily Record

The Daily Record shall be an official publication of the Legislative Assembly and shall contain the following:

(a) Attendance of the members of both Houses and the votes by roll call or electronic means, the proceedings for the election of its officers and the appointment of standing, special, joint, and conference committees.

(b) Statements made in the Senate or the House, as the case may be, by the presiding officer or any member of the House concerned recognized by the presiding officer to make statements.

(c) Statements made by any guest or person invited by either House.

(d) Debates and resolutions in connection with the confirmation of appointments.

(e) The message on the conditions of the State presented at each regular session and the special messages on legislation and matters and events of public interest presented by the Governor.

(f) The proceedings of joint sessions held by the Houses, and all proceedings had under §§ 9 and 21 of Art. III of the Constitution of the Commonwealth of Puerto Rico.

(g) Statements made and debates taking place in Committee of the Whole in either House, when any of the participants shall so request, except that by four-fifths (⅘) of the members present either House may resolve that a debate or any part of a debate had in Committee of the Whole be not so included in the Daily Record.

(h) Proceedings conducted before any standing or special committee when the House concerned so resolves by a majority.

(i) Reports of conference committees.

(j) Any writing or publication not produced in the course of the parliamentary proceedings, when the House concerned shall so resolve by four-fifths (⅘) of the members present, and subject to whatever each House may by regulation direct.

(k) The numbers and titles of the bills and resolutions passed in final voting in each session.

(l) The numbers and titles of the bills and resolutions introduced.

(m) Referrals of bills and resolutions to committees and the filing of committees’ reports.
