§ 8008. Advisory Board—Creation

An Advisory Board of the Artisanry Development Program is hereby established, composed of: the Executive Director of the Industrial Development Company; the Executive Director of the Institute of Puerto Rican Culture, the Executive Director of the Tourism Company, the Secretary of Education, the Administrator of the Cooperative Development Administration and the Chancellor of the Río Piedras Campus of the University of Puerto Rico or their authorized representatives, three (3) artisans appointed by the Governor from a list submitted by the artisans’ sector, and two (2) members of the private sector who have a recognized interest [in] and commitment to the development of the artisanry sector in Puerto Rico, appointed by the Governor. Their appointments shall be for a term of two (2) and three (3) years each, and they shall hold office until their successors are appointed and have taken office.

The Board shall elect a Chairperson and a Secretary among its members. It shall adopt the agreements and regulations needed to adequately exercise the function assigned by this present chapter.

The Board shall meet once a month for the first six (6) months after the signing of the act, in order to plan and establish the Program, then, it shall meet in regular meetings at least once every two (2) months. It shall hold special meetings when necessary by prior notice by the Chairperson or by request of at least three (3) of its members, forty-eight (48) hours before the meeting. Quorum shall be constituted by six (6) members and the agreements shall be adopted by simple majority. Those members who are not public officials or employees, shall be entitled to per diems of seventy-five dollars ($75) for each meeting they attend, once their attendance has been certified.

The Board shall have the responsibility to advise and collaborate with the Director and the Executive Director in attaining the ends and purposes established in this chapter. It shall advise the artisanry promoters to establish a tools bank for the artisans served by the government entities.

The Industrial Development Company shall provide a place for the offices and all the facilities, equipment, materials and supportive personnel needed to perform the functions delegated by this chapter.

The Director of the Artisanry Development Program shall be invited to each and every one of the meetings that are held. He/she shall have the right to be heard, but not to vote, nor shall he/she be considered for the purposes of constituting quorum. He shall submit a written report to the Board, on the activities carried out, prior to the meeting called.
