The Artisanry Development Program, attached to the Economic Development Administration, is hereby established, with the following ends and purposes:
(1) Implement the Artisanry Development Program, which is established by means of this chapter.
(2) Promote the creation of Puerto Rican artisanry, through encouraging the establishment of workshops and granting assistance for the acquisition of tools, equipment and machinery.
(3) Facilitate training and advice on new techniques for the production and design of artisanry.
(4) Encourage the celebration of exhibitions, expositions and fairs, which facilitate the selling of Puerto Rican artisanry.
(5) Stimulate and develop in the children, youths and adults of our Island, the admiration and pride of artisanry as a cultural expression and as a means to develop their creative talent and artistic skills.
(6) Stimulate the establishment of individual and/or collective artisan work shops and the fusion of existing ones, through a specific program of credits, guarantees and subsidies, as provided by this chapter or in collaboration with the Economic Development Administration, the Agricultural and Commercial Development and Credit Corporation of Puerto Rico and the Economic Development Bank of Puerto Rico.
(7) Train candidates as artisanry promoters, who are essential for the future of the Puerto Rico artisanry, for those public agencies that designated them, pursuant to § 8004(d) of this title.
(8) Issue an identification card for the artisan who requests it.
(9) The service of issuing this identification card shall be continuous, during every working day of the year.
(10) It shall keep a registry of all the holders of this identification with the photograph of the artisans.
(11) The requirements and procedures to issue this identification shall be stipulated by the Board.
(12) These requirements and procedures shall not constitute an evaluation procedure.
(13) The system to issue this identification shall be computerized.
(14) The date to initiate the process of issuing this identification card shall begin 120 days after the effective date of this act.
(15) The Board, together with the Director, shall design, plan and develop an interagency procedure to negotiate among themselves any petition or service related to the artisans.
(16) Each agency shall keep an updated copy of the general registry of artisans.
(17) Adopt the regulations and/or procedures needed to accomplish the purposes of this chapter, pursuant to §§ 2101 et seq. of Title 3.
