The Committee shall evaluate and approve the proposals presented by the departments, agencies and instrumentalities of the Commonwealth of Puerto Rico that are interested in the use and development for tourism and other uses of said train facilities located in the town of Arroyo, throughout the southern area of Puerto Rico.
The Committee may adopt the regulations needed to implement this chapter, including the requirements, procedures and formalities to be observed by those public entities that present proposals before the Committee.
The proposals submitted before the Committee by departments, agencies and instrumentalities of the Commonwealth of Puerto Rico, as well as the gifts from persons and entities, and any accompanying condition for specific use, shall be considered public documents.
Once the proposal is evaluated as a whole, the Committee shall proceed to approve the same in order to comply with the need to provide adequate maintenance that meets the purposes of this chapter. Said proposals shall include a working plan on the use and development of the facilities which shall include a deadline for its completion. The Committee shall evaluate the feasibility of the plan submitted.
