Once the engineer or architect who designed the specialized phase completes all those procedures and complies with the regulations established pursuant to the provisions of § 73a of this title, he shall proceed to certify the plans, or work project and the other necessary documents. This certification procedure shall be mandatory and exclusive, in order to obtain endorsements and approvals from these agencies.
