For the purposes of §§ 73—73 l of this title, the following terms shall have the meaning stated below:
(a) Agency.— Shall mean the Aqueduct and Sewer Authority, Electric Power Authority, Environmental Quality Board, the Department of Transportation and Public Works, the Department of Natural and Environmental Resources, the Transportation and Highways Authority, the Solid Waste Authority, the Puerto Rico Firefighters Corps, the Public Service Commission, the Department of Health, the Department of Labor and Human Resources, the Institute of Puerto Rican Culture, the municipalities of the Commonwealth of Puerto Rico, the Telecommunications Regulatory Board, the Commonwealth Historic Preservation Office and any other agency to be created or that has future inherence in the process for the issue of construction permits.
(b) Architect.— Shall mean any natural person licensed to practice the profession of architecture in the Commonwealth of Puerto Rico.
(c) Certification.— Shall mean when the professional who designed the specialized phase establishes before the agency concerned that the plans and other documents submitted as final comply with the established laws, regulations and specifications, using the forms required for such purposes.
(d) Approval.— Shall mean the issuing of the authorization of certification.
(e) Construction.— Shall mean, in addition to the usual definition of the term construction, any expansion or modification of works, buildings or structures.
(f) Engineer.— Shall mean any natural person licensed to practice the profession of engineering in the Commonwealth of Puerto Rico.
(g) Gross negligence.— Shall mean negligence of such nature that shows an absolute disregard for the safety of others under circumstances that would probably be harmful to them, and does not mean mere carelessness.
(h) Works.— Shall mean all buildings, structures, equipment, machinery or installations, as well as improvements to the land or infrastructure, necessary to the project for its particular use.
(i) Construction permit.— Shall mean the written authorization issued pursuant to applicable laws and regulations, for the construction of buildings, structures and urbanization works.
