The regional plans and the municipal territorial ordinance plans established under the Autonomous Municipalities Act, §§ 4001 et seq. of Title 21, must harmonize and be compatible with the public policy and with the provisions of the Land-Use Plan of Puerto Rico whose preparation and implementation are required by virtue of this chapter.
During the process for the preparation and approval of the Plan, as well as after it becomes effective, the body of laws relative to the faculties and procedures of the municipalities concerning the territorial ordinance plans, shall remain in full force and effect. This chapter in no way revokes, limits or reverts those powers that have been delegated to the municipalities by virtue of §§ 4001 et seq. of Title 21. However, the Planning Board may revise the territorial ordinance plans in order to establish a coherent and comprehensive public policy achieved through the Land-Use Plan of Puerto Rico.
