(1) An insurance company authorized in Puerto Rico or a hospital or medical services corporation authorized to do business in Puerto Rico may, either directly or through a subsidiary or affiliate, organize or operate a health services organization under the provisions of this chapter. Notwithstanding the provisions of any law or part of law to the contrary, two or more insurance companies, hospitals or medical services corporations or subsidiaries or affiliates may jointly organize and operate a health services organization. Insurance business is considered as including health care by a health organization owned or operated by an insurance company or its subsidiary.
