The Board shall be empowered to promulgate such regulations as it may deem necessary to carry out the purposes of §§ 151—169 of this title, provided such regulations are not in conflict with any of the provisions of §§ 151—169 of this title. Such regulations shall have the force of law after being published in at least one of the newspapers of largest circulation in Puerto Rico.
