Upon the effectiveness of this act, the Governor of Puerto Rico shall appoint a Board of Chiropractic Examiners, composed of three (3) doctors in chiropractic who are members of a chiropractic association duly registered in the Department of State of Puerto Rico as a nonprofit chiropractic association. Said appointments shall be: one (1) for one (1) year, one (1) for two (2) years, and the other for three (3) years. At the expiration of the term of each one of said members, his successor shall be appointed for a term of four (4) years and shall hold office until his successor has been appointed.
Said members shall appoint from among themselves a chairman and a vicechairman who shall hold office for the term and under the conditions which the Board may by regulation prescribe. The Governor of Puerto Rico may remove any member of the Board for inefficiency, incompetence, or immorality within or without his profession, upon preferment of charges in writing and an opportunity to answer within the term of fifteen (15) days after the said charges are sent to him by registered mail. Should said term elapse without said charges being answered, the member shall be ipso facto removed from office.
