§ 8128. RECs—[Issuance] and certification

The Commission shall require the issue of RECs to sustainable renewable energy and alternative renewable energy producers through the renewables registry, as this term is defined in this chapter. To issue RECs, each sustainable renewable energy and alternative renewable energy producer shall maintain an agreement with the corresponding retail electricity supplier or the entity administering the electric power production reading network through meters. The retail electricity supplier or electric network administrator shall send to the renewables registry the information on the generation of each sustainable renewable energy and alternative renewable energy producers, pursuant to the provisions of the regulation adopted by the Commission.

In the event that a retail electricity supplier, in turn, produces sustainable renewable energy and/or alternative renewable energy, such producer shall be bound to prove before the renewables registry the independence between both functions.
