It is declared as public policy of the Commonwealth of Puerto Rico that the management of the natural resources is within the principles of conservation in harmony with an ecologically sustainable development. It is imperative to direct the planning process towards the achievement of a sustainable integral development ensuring the wise use of the land resource and fostering the conservation of our natural resources for the enjoyment and benefit of present and future generations. Furthermore, it is necessary to identify, protect and conserve the lands with a high ecological value which are part of our natural patrimony.
