§ 212. Formulation of strategies

The Program shall set forth the strategies and develop the mechanisms and work plans needed to achieve the following objectives:

(a) Produce and distribute native, autochthonous, rare, critical, threatened, or endangered species of trees, as well as suitable exotic trees that may help to achieve the reforestation purposes provided in this chapter.

(b) Substantially improve the facilities of the Department of Natural and Environmental Resources used for the production of vegetation.

(c) Acquire by purchase, donation, gift, exchange, assignment, lease, expropriation or other legal means, the land needed to establish the proper infrastructure for the local production of the needed vegetation; as well as the land that is suitable for forestation, reforestation and other forested lands that the Secretary of Natural and Environmental Resources determines should be protected and managed as part of the areas of natural wealth of Puerto Rico.

(d) Acquire by purchase or donation all the vegetation needed to achieve the purposes of this chapter, through agreements or commercial transactions with the owners of private lands or with local providers and suppliers, as well as through the purchase, donation and importing by foreign providers or suppliers pursuant to the applicable laws and regulations.
