The Reforestation and Management and Conservation of Living Resources Program, henceforth “the Program” is hereby created at the Forestry Service Bureau of the Natural and Environmental Resources Administration, attached to the Department of Natural and Environmental Resources, to attend to the urgent need to plant, care for and manage trees in the rural and urban zones of Puerto Rico. The Program shall be charged with promoting the conservation and protection of watersheds, the areas designated as Commonwealth forests, the natural reserves and wildlife sanctuaries, the special planning areas, the estuaries, wetlands and private forested lands as well as those areas identified within the urban zones that need a substantial increase of their vegetative cover.
