The community boards set forth in this chapter shall be created by administrative order of the respective head of agency and upon constitution thereof the following shall be determined:
(1) The number of members that shall integrate it, which shall not be less than three (3) nor greater than (7).
(2) Selection criteria for the members of the board that assure the greatest representation of the clientele.
(3) Support resources needed for the adequate operation of the boards and the dependency in charge of providing the same.
(4) Training activities needed and available so that the boards can fully exercise their responsibilities.
(5) Processes to assure the continuous and prompt communication between the head of the dependency and the board.
(6) Additional areas in which citizen participation should be implemented and prepare the plans to promote it.
