The community boards, whose creation is directed in this chapter, shall have the following duties and powers:
(1) Express their sense and make recommendations to improve the quality and accessibility to services.
(2) Promote among the people the interest to participate actively in the making recommendations regarding the direct services rendered by the agency and to continuously monitor their performance.
(3) Propitiate and participate in any of the agency’s initiatives directed to evaluating the efficiency of their program.
(4) Prepare and submit an evaluation of the efficiency level or the programs and services rendered to the head of the agency.
(5) Evaluate those proposals promoted by the agency to improve those services covered by this chapter and make recommendations.
(6) Oversee implementation and compliance of laws and regulations applicable to the agency.
