This chapter shall in no way modify, alter, limit or impair the vested rights of the public employees of the Government of the Commonwealth of Puerto Rico through other laws, agreements or collective bargaining. To such effects, the Extended Hours Program shall be considered a mandatory negotiation clause. Its provisions shall be liberally construed in favor of the rights of the public employees of the agencies participating in this Program.
