(1) Except that it is otherwise provided by law, and through a written petition from any small business, the Ombudsman shall be empowered to:
(a) Represent and defend, if he/she deems it meritorious, any small business in the course of any adjudication procedure or of other adversative nature.
(2) The Ombudsman shall also:
(a) Support and negotiate any issue related to, and that promotes the interests of small businesses.
(b) Conduct investigations to obtain the information needed to administer any provision of this chapter.
(c) Be empowered to take any necessary measure to fulfill the purposes of this chapter.
