The Board shall hold regular monthly meetings to attend to official matters and may hold all the special meetings that are needed for the best performance of its duties. Five (5) Board members shall constitute quorum and the decisions shall be made by the majority of the members present; Provided, That at the time of voting, its quorum shall be verified.
Board members who hold office as secretaries or heads of agency may confer onto the undersecretary or deputy director of the agency the authority to represent him/her and make decisions at regular and special Board meetings.
