The Historical Archive of the Legislative Assembly of Puerto Rico shall be composed of the following units, which already exist in the administrative structure of the Office of Legislative Services:
(1) The Committee Archives of the House of Representatives and the Senate of Puerto Rico and the FBI Files Reference Room.
(2) Inactive files of the House of Representatives and the Senate of Puerto Rico.
Furthermore, the Superintendent of the Capitol is hereby directed to submit for the approval of the Presiding Officers of both Legislative Houses, within one hundred eighty (180) days following the date of approval of this act, a study and design for the construction or remodeling of a physical structure where the Historical Archive is to be located. Provided, That such study shall factor in the basic environmental conditions necessary for the conservation of documents and any other objects deposited with the Archive, as well as draw a budget estimating the costs and timeframe to conduct these works.
