§ 900. Intergovernmental transactions without public sale

Any purchase, sale, lease, exchange, or easement transaction between any department of the Government of Puerto Rico or municipality of Puerto Rico in connection with Commonwealth or municipal property and the Government of the United States or any agency, dependency, or instrumentality thereof, or the Commonwealth of Puerto Rico, or any agency, dependency, or instrumentality thereof may be made without requirement of public sale, provided the said transaction is approved by the Governor of Puerto Rico as to the advisability thereof in the public interest, and that a favorable report thereon is made by the Secretary of Justice, with regard to the legal side of said transaction; Provided, further, That in case any such transactions or deals should have been carried out between any department of the Government of Puerto Rico or any municipality, and the People of Puerto Rico or any agency, dependency, or instrumentality thereof, or between any municipality and the People of the United States, or any agency, dependency, or instrumentality thereof, the same are hereby ipso facto validated.
