The Council of Secretaries of Puerto Rico shall have, insofar as not in conflict with the Constitution of Puerto Rico, the same powers, functions and duties which by laws of the Legislature of Puerto Rico the former Executive Council of Puerto Rico had when the Constitution of the Commonwealth of Puerto Rico took effect, with the exception of such as may have been transferred by law to some official or body within the period comprised between the effective date of the Constitution and of this act.
