The Division of Agricultural Development shall be in charge of the general development of Puerto Rican agriculture, establishing and developing centers for the production of seeds and plants of a superior quality, and centers for the raising of animals of selected breeds; it shall be in charge of the organization of farm bureaus for the purpose of assisting in the most economical operation of properties, giving such bureaus direct assistance in the form of agricultural implements and machinery, through the propagation of nurseries, and in any other manner that the means of its disposal may permit; and it shall also be in charge of the organization of agricultural cooperatives.
It shall likewise give priority to the agricultural development in Puerto Rico in all necessary areas that guarantee the total daily food sustenance of all Puerto Ricans, in such a way so as to produce that which is necessary to ensure our survival in times of scarcity.
