The Department of Agriculture of Puerto Rico shall promote, further and develop the agricultural, industrial and commercial interests of Puerto Rico. It shall likewise seek to manage the agricultural matters in the Island as an issue of food security and that Puerto Rico has the production needed to satisfy to the extent possible the regular local consumption of our entire population and that which shall be necessary during the future times of global scarcity. The general production, distribution and availability of products such as cereals, sugar, starches, garden vegetables, legumes, eggs, milk and its byproducts, coffee, meat, fruits, spices, fish, seafood, fats, and oils shall be promoted.
