Whenever the word “Secretary” is used in §§ 351—362, 366—375 and 381—385 of this title, it shall be understood to refer to the Secretary of Agriculture of Puerto Rico. Whenever the word “Department” is used it shall be understood to apply to the Department of Agriculture of Puerto Rico.
