P.R. Laws tit. 3, § 343b
The Citizen’s Orientation Office for the Protection of Cyber Privacy and Against Obscenity and Child Pornography in Radio, Television, and the Internet is hereby created in the Department of Consumer Affairs, with the following duties and functions:
(a) Provide orientation to people on the laws and regulations that govern obscene or pornographic or indecent language and content in radio, television, and the Internet, and on the remedies or actions to lodge a complaint against those who incur violations thereof.
(b) Serve as advisor when handling issues brought to its attention concerning situations or cases of obscenity and child pornography in radio, television, and the Internet, and refer said issues or help the persons involved conduct said issues through the corresponding channels.
(c) Provide information to private citizens, groups, or organizations and government entities on the dangers of obscenity and child pornography, on the laws enacted to suppress or eliminate it from the communications media, and on the rights and responsibilities protected under those laws.
(d) Periodically review the laws, regulations, and other policies of the Commonwealth of Puerto Rico that regulate radio, television, and the Internet with regards to obscenity, child pornography, and indecent material, and submit recommendations to the Secretary on the changes or modifications needed.
(e) Carry out orientation and educational campaigns on the motion picture and television program rating systems, including what is related to the use and operation of the V-Chip that must be installed in television sets and other devices designed to receive television signals, with 13-inch screens or more, manufactured after January 1, 2000, according to Public Law 104-104, 110 Stat. 56 (1996) and the regulations of the Federal Communications Commission. He/She shall also offer information on instruments or systems to block television signals that may be installed on television sets manufactured before the above date.
(f) Orient the citizens on the measures available to protect children against obscenity and child pornography on the Internet.
(g) Collaborate with the Advisory Board, created in Section 6-A1 of Act No. 5 of April 23, 1973, as amended, known as the “Department of Consumer Affairs Organic Act”.
(h) Provide orientation to people about laws and regulations that regulate the compilation, management, and storage of personal information by both private and public entities.
(i) Serve as advisor when handling issues brought to its consideration regarding violations to cyber privacy, identity theft cases, and improper access to personal information, and refer people or help them conduct said issues through the corresponding channels.
(j) Provide information to private citizens, groups or organizations, as well as government entities, about identity theft, cyber privacy, and the protection of personal information, the current laws of the Commonwealth of Puerto Rico and federal laws related to these matters, and the rights and responsibilities people have under these laws.
(k) Periodically review the laws, regulations, and other policies of the Commonwealth of Puerto Rico that regulate identity theft and cyber privacy, and submit recommendations to the Secretary on the changes or modifications needed.
