This chapter shall be interpreted in a manner to render it valid to the extent practicable in accordance with the Commonwealth Constitution and the U.S. Constitution. If any clause, paragraph, subparagraph, article, provision, section, subsection, or part of this chapter, were to be declared unconstitutional by a competent court, the order to such effect issued by such court will neither affect nor invalidate the remainder of this chapter. The effect of such an order shall be limited to the clause, paragraph, subparagraph, article, provision, section, subsection, or part of this chapter declared unconstitutional.
