The approval of this chapter constitutes sufficient authorization for the Secretary of the Treasury to issue refinancing bonds of the Commonwealth of Puerto Rico during fiscal year 1985—86. Any future issue in any subsequent years must be authorized by a joint resolution of the Legislature.
