This chapter shall not be construed as repealing or amending any other law of the Legislature of Puerto Rico authorizing the issuing of bonds of the Commonwealth of Puerto Rico. The refinancing bonds authorized under this chapter shall be in addition to any other previously authorized bonds of the Commonwealth of Puerto Rico.
